Skokie is the local option, not the exclusive one. A Cook County resident may file a domestic relations case downtown at the Richard J. Daley Center, 50 W. Two threshold questions come up before anything is filed. Venue under 750 ILCS 5/104 is the county where either party resides, which for a Wilmette household means Cook County. Under 750 ILCS 5/401, a judgment of dissolution requires 90 days of Illinois residency (or military presence). That requirement governs the judgment, not the filing date, so raise a recent move in the first conversation.

What Cook County asks of parents and parties

Parenting education. Cook County's program is Focus on Children, grounded in 750 ILCS 5/404.1 and Illinois Supreme Court Rule 924. It applies to litigating parents in dissolution and parentage cases. The class is four hours in person, with Spanish sessions twice a month and interpreters by arrangement; there is also an online alternative, Children In Between Online. The cost is $50 unless waived by the judge. Register through Family Court Services at (312) 603-1540 or DRD.family@cookcountyil.gov with a copy of the court order. If you have been ordered to complete it, book the session now and keep the certificate.

Mediation. Mediation is mandatory for the initial allocation of parental responsibilities, modification of allocation, relocation, and non-parent visitation, and discretionary for financial and discovery disputes. If you cannot agree on a mediator for a child-related dispute, Family Court Services handles it at (312) 603-1540; otherwise you may use a court-certified or agreed private mediator. Parenting plan. Under 750 ILCS 5/602.10, a parenting plan is due within 120 days after service or filing. Decision-making is allocated under 750 ILCS 5/602.5 and parenting time under 750 ILCS 5/602.7. If something must be settled before the case ends, 750 ILCS 5/603.5 covers temporary allocation and 750 ILCS 5/603.10 governs restriction of parental responsibilities on serious endangerment. A move away from Wilmette may be a relocation under 750 ILCS 5/609.2, which for a Cook County residence uses a 25-mile threshold, and 25 miles out of state.

Money and disclosure. Property is divided under 750 ILCS 5/503, maintenance is addressed under 750 ILCS 5/504 including the guideline formula at 504(b-1), and child support follows the income shares approach of 750 ILCS 5/505.
