Glencoe Divorce & Family Law Attorney
Where is a Glencoe family-law case heard, and what does the court require?
Where a Glencoe case is heard
Glencoe sits in Cook County's Second Municipal District. Domestic relations matters for residents of the district are heard at the Skokie Courthouse (Second Municipal District), 5600 Old Orchard Rd., Skokie, IL 60077. The clerk's office there can be reached at (847) 470-7250 and operates 8:30 a.m. to 4:30 p.m.
The Skokie location handles divorce proceedings, paternity and child support matters, and divorce-related orders of protection. Besides Glencoe, the Second Municipal District serves Deerfield, Des Plaines, Evanston, Glenview, Golf, Kenilworth, Lincolnwood, Morton Grove, Niles, Northbrook, Northfield, Park Ridge, Skokie, Wilmette and Winnetka.
Filing in Skokie is an option, not a requirement. A Cook County resident may also file downtown with the Domestic Relations Division of the Circuit Court of Cook County at the Richard J. Daley Center, 50 W. Washington St., Chicago, IL 60602. The presiding judge's courtroom is 1905 and the clerk's Domestic Relations office is Room 802. The division's number is (312) 603-3025; the clerk's is (312) 603-6441. Where a case ends up affects how you schedule your days, where you serve papers and where you appear on short notice, so it is worth deciding deliberately rather than by default.
Two threshold rules apply no matter which building you choose. Venue lies in the county where either party resides (750 ILCS 5/104), so Cook County is proper for a Glencoe resident. And a judgment of dissolution requires 90 days of Illinois residency, or military presence in the state, before it can be entered (750 ILCS 5/401).

What Cook County requires of parents and spouses
Parenting education. Litigating parents in dissolution and parentage cases attend Focus on Children, the county's court-approved program under 750 ILCS 5/404.1 and Illinois Supreme Court Rule 924. It is a four-hour in-person class; Spanish sessions run twice a month and interpreters can be arranged. An online alternative, Children In Between Online, is available. The cost is $50 unless waived by the judge. To register, contact Family Court Services at (312) 603-1540 or DRD.family@cookcountyil.gov with a copy of the court order. Do this early; it is a requirement that can quietly hold up a case if left to the end.
Mediation. Cook County requires mediation for the initial allocation of parental responsibilities, modification of allocation, relocation, and non-parent visitation. Mediation of financial and discovery disputes is discretionary. If you and the other parent cannot agree on a mediator for a child-related dispute, Family Court Services handles it; otherwise you may use a court-certified or agreed private mediator. The contact number is (312) 603-1540.
Parenting plans. Each parent files a proposed parenting plan within 120 days after service or filing (750 ILCS 5/602.10). The plan addresses significant decision-making responsibilities (750 ILCS 5/602.5) and parenting time (750 ILCS 5/602.7). If a parent needs an arrangement in place before the case concludes, the court can allocate responsibilities temporarily under 750 ILCS 5/603.5, and can restrict parental responsibilities where a child is seriously endangered under 750 ILCS 5/603.10. Moving with a child from Cook County more than 25 miles, or 25 miles out of state, is relocation governed by 750 ILCS 5/609.2.
Money. Property is divided under 750 ILCS 5/503. Maintenance, including the guideline formula, is addressed in 750 ILCS 5/504 and 504(b-1). Child support follows the income shares approach in 750 ILCS 5/505. If you need support, fees or exclusive possession of the residence while the case is pending, that relief comes under 750 ILCS 5/501, including 501(c-2). Later changes to support or to an allocation judgment run through 750 ILCS 5/510. Financial disclosure drives all of it, so start pulling statements, returns and payroll records now rather than after the first court date.

Jonathan D. Steele practices at Beermann LLP, 161 N. Clark St., Suite 3000, Chicago, IL 60601. The office phone is (312) 621-4394.
The work covers divorce, allocation of parental responsibilities and parenting time, child support and maintenance, orders of protection, and post-decree enforcement, with particular experience in cases that turn on financial records and digital evidence — concealed assets and crypto, message and parenting-app records, spyware and account intrusions. Mr. Steele holds cybersecurity credentials including CompTIA Security+, ISC2 CC and EC-Council CEH.
How to start this week. Prospects begin with a short online form. The office then runs a conflict check and calls back, and a 15-minute screening call can be booked online. Before that call, it helps to have three things ready: whether you would prefer to file in Skokie or downtown, a rough list of the accounts and property in both names, and the specific question you most need answered.
- Note anything time-sensitive — a move, a payment that has stopped, a safety concern — so it can be addressed first.
- If children are involved, expect parenting education and mediation to be part of the path, and register for Focus on Children once the court order is entered.
- If you think devices or accounts have been accessed without your permission, say so on the screening call rather than changing passwords first; preserving the record matters.

Washington St., Chicago, remains available to Cook County residents. Venue under 750 ILCS 5/104 lies in the county where either party resides, and Cook County is proper either way.
What does the Skokie Courthouse handle for family cases?

Is the parenting class required, and what does it cost?
Focus on Children is the Cook County court-approved program for litigating parents in dissolution and parentage cases, required under 750 ILCS 5/404.1 and Illinois Supreme Court Rule 924. It is a four-hour in-person class with an online alternative, Children In Between Online. The cost is $50 unless the judge waives it. Register through Family Court Services at (312) 603-1540 or DRD.family@cookcountyil.gov with a copy of your court order.
Will we have to mediate?
For the initial allocation of parental responsibilities, modification of allocation, relocation and non-parent visitation, mediation is mandatory in Cook County. Mediation of financial and discovery disputes is discretionary. If you cannot agree on a mediator for a child-related dispute, Family Court Services handles it at (312) 603-1540; otherwise you may use a court-certified or agreed private mediator.
When is a parenting plan due?
Under 750 ILCS 5/602.10, each parent files a proposed parenting plan within 120 days after service or filing. The plan covers significant decision-making responsibilities under 750 ILCS 5/602.5 and parenting time under 750 ILCS 5/602.7.
I need something in place before the case is over. What is possible?
Temporary relief under 750 ILCS 5/501 can address temporary support and, under 501(c-2), exclusive possession of the marital residence. Parental responsibilities can be allocated temporarily under 750 ILCS 5/603.5. If there is a safety issue, orders of protection carry remedies under 750 ILCS 60/214, and an emergency order can be entered without prior notice under 750 ILCS 60/217. The Illinois Domestic Violence Hotline is (877) 863-6338; YWCA Evanston/North Shore is at (877) 718-1868.
