Where River North cases are heard

River North sits inside the Near North Side community area of Chicago, in Cook County. Divorce, parentage, child support, maintenance and parenting cases for Chicago residents are handled by the Domestic Relations Division, Circuit Court of Cook County, at the Richard J. Daley Center, 50 W. Washington St., Chicago, IL 60602. The presiding judge's courtroom is 1905, and the clerk's Domestic Relations office is Room 802. Venue is the county where either party resides (750 ILCS 5/104). For a judgment of dissolution, one spouse must have been an Illinois resident (or stationed in Illinois on military duty) for 90 days (750 ILCS 5/401).

Getting there on the L. The stations inside River North are Chicago (Brown, Purple), Grand (Red), Merchandise Mart (Brown, Purple) and North/Clybourn (Red). The Brown, Purple and Red lines serve the neighborhood.

• From Merchandise Mart or Chicago on the Brown or Purple line, downtown stations near the Daley Center include Washington/Wells (Brown, Orange, Pink, Purple), Clark/Lake (Blue, Brown, Green, Orange, Pink, Purple), State/Lake (Brown, Green, Orange, Pink, Purple) and Washington/Wabash (Brown, Green, Orange, Pink, Purple).

Court dates are not the only deadline that matters. If your case involves children, a parenting plan is due within 120 days after service or filing (750 ILCS 5/602.10). If you need support, use of the residence or other relief while the case is pending, temporary relief is available under 750 ILCS 5/501, including temporary support and exclusive possession of the marital residence under 501(c-2), and temporary allocation of parental responsibilities under 750 ILCS 5/603.5.

Orders of protection and police reports

Domestic violence orders of protection for Chicago residents, including River North, are heard at the Domestic Violence Courthouse (Domestic Violence Division, Circuit Court of Cook County), 555 W. Harrison St., Chicago, IL 60607, phone (312) 325-9000. In-person hours are Monday through Friday, 8:30 a.m. to 4:30 p.m.; remote court runs Monday through Friday, 8:30 a.m. to 3 p.m.

Outside those hours. Emergency orders of protection are heard remotely by Zoom Monday through Friday from 9 p.m. to 3 a.m. and Saturday and Sunday from 1 p.m. to 6 p.m. Requests go through the Illinois Legal Aid Online website, and advocates are reachable through the Illinois Domestic Violence Hotline at (877) 863-6338.

An emergency order of protection can be entered without prior notice to the other party under 750 ILCS 60/217. The remedies a court can order — including staying away, exclusive possession, and provisions about children — are listed at 750 ILCS 60/214. Where a child's physical, mental or emotional health is seriously endangered, 750 ILCS 5/603.10 allows the Domestic Relations court to restrict parental responsibilities.

What Cook County requires of parents

Parenting education. Litigating parents in dissolution and parentage cases attend Focus on Children, the court-approved program under 750 ILCS 5/404.1 and Illinois Supreme Court Rule 924. It is a four-hour in-person class, with Spanish sessions twice a month and interpreters by arrangement; an online alternative, Children In Between Online, is available. Mediation. Mediation is mandatory for initial allocation of parental responsibilities, modification of allocation, relocation, and non-parent visitation. It is discretionary for financial and discovery disputes. Family Court Services mediates child-related disputes when the parties cannot agree on a mediator; otherwise the parties use a court-certified or agreed private mediator. The substantive standards that will frame your parenting negotiations are decision-making under 750 ILCS 5/602.5, parenting time under 750 ILCS 5/602.7, and, if a move is contemplated, relocation under 750 ILCS 5/609.2 (more than 25 miles from Cook, DuPage, Kane, Lake, McHenry or Will County; 50 miles elsewhere in Illinois; 25 miles out of state). Financial issues run through 750 ILCS 5/503 for property, 750 ILCS 5/504 for maintenance including the guideline formula at 504(b-1), and 750 ILCS 5/505 for child support on the income shares model.
